Conditional certification of recovery residences

Purpose of legislation
Effective July 1, the regulation of recovery residences transitions from voluntary to mandatory certification. To provide a grace period for uncertified residences to continue operating legally, the General Assembly directed the State Board to develop a process for issuing “conditional” certifications valid for up to nine months. This non-discretionary action amends the regulations to allow for the issuance of a temporary, non-renewable certification to eligible applicants who are working toward full certification.
