These regulations are too extensive in scope, will create a loss of haulers with the additional costs that may be incurred, and will cause burdensome requirements upon dairies which are already in hard financial times. It seems specifically designed to drive the marginal and low profit groups out of the market. It also has no exemption for the home operation dairyman, who is using his own milk for production. Without an exemption these regs are totally unacceptable: with an exemption they still need to be ammended to reflect a more honest appraisal of the situation.
