The proposed regulation requires work.  It is very important to provide a cost-benefit ratior to your proposed changes, proposed rate changes, and explain its affects to ongoing projects following the old plan.

The website must be up and running to allow for the regulation to be reviewed in draft form.

This regulation appears to have issued prior to the work in developing the new regulation be worked out, the cost benefit for the proposed changes being agree upon (previous comment from someone), and the fees being understood and evaluated.

Please take the time and do this correctly.  The VSMP permit regualtion was recently changed and now this follows on its heels.
