I write to urge the Virginia Soil and Water Conservation Board to amend parts I, II, and III of the Virginia Stormwater Management Program Permit Regulations to address water quality and quantity and local stromwater management program criteria. Virginia has a critical role to play in the restoration of the Chesapeake Bay, and the proposed amendments will help protect rivers and streams in the Chesapeake Bay watershed.
