CE Requirements for PEs should be Technical and Funded by the State of Virginia

As a doctoral level engineer educated at Virginia Tech, I have recieved rigorous academic training. However, I recognize the fact that the field of engineering is rapidly evolving, and engineers must remain well informed of these new developments. However, I question the value of CE credits for ethics and similar non-technical studies as presently proposed. Time contraints often serious for practicing engineers, and if studies are to be required, then they should be technical in nature, so as to keep the engineer abreast of the field.

This CE requirement appears to be a form of unfunded mandate. If the State of Virginia requires CE for PEs, then it seems fair that  VA provide the CE studies on line, free of charge, so that PEs can fulfull the requirement at the expense of the state, and could complete them at their convenience, without missing significant time at work, or away from family and friends.
