In support of the Guidance
 

I write in support of the guidance as drafted.  This is a well reasoned guidance to ensure the promises of the legislation are fulfilled and that those with rental assistance and housing vouchers are able to utilize those resources when renting.  

The housing vouchers and rental assistance are guaranteed payments and thus provide less risk to the landlord.  It is therefore reasonable not to take those payments into account when calculating whether a tenant has the right level of income for the rental property.  The only relevant factor on whether a tenant can make rent should be the portion they are responsible for.  

This guidance ensure that the spirit.  It is clearly written and helps landlords understand what their obligations are.   I fully support this guidance and request full adoption as drafted.
