unclear/confusing paragraph
 

I have a question or comment regarding the following proposed text:

18VAC15-40-140. Conflict of interest.

A. The certificate holder shall not:

3. Refer his client to another party to make repairs or modifications to a residential building on which he has performed a certified home inspection within the preceding 12 months.  However, such inspection may be performed if such repairs or modifications are disclosed to the client or to the client's authorized representative; or

This paragraph seems to be very confusing. It states an Inspector shall not refer his client to another party for repair work unless the repairs are disclosed to the client. I'm not clear as to the intent of the second half of this sentence. I have had a few friends/colleagues read this paragraph, and they seem confused as well.

Anytime I have a referral request from a client, I direct them to the state DPOR website to find a qualified person.

I believe everyone would be better served if you remove the second half of the sentence, starting from the word 'however'.
