As both a tax payer and a business person I am always deeply concerned about any proposed government regulation that can not be quantified via a basic cost/benefit analysis.  In this particular case the Economic Impact Analysis that was conducted doesn't show the program is feasible, only that there are a lot of costs that are not predictable.  As presented the cost seems to far out weigh the benefit...too the tax payer!
