What's the objective here??
 

Professional engineers are responsible for keeping up with changes in code, engineering practices, etc. as a matter of liability. If we get it wrong, we're held responsible by our clients and the law if neccessary. The need to keep and build clientelle, even without the reality of professional liability, is more than enough to keep engineer abreast of industry changes in our respective disciplines. Mandating CE submissions is just for work, fees, and useless processes for everyone concerned. We have customers to serve and Virginia's needs to conserve its public resources not add to the deficit or taxes!!!
