State statute clearly indicates that the state should not restrict access to any occupation unless it is “necessary for the protection or preservation of the health, safety, and welfare of the public“ (54.1-100). It’s unfathomable that JLARC (and DPOR) concluded that the soil science occupation does not meet this criteria.

Elimination of licensure for soil scientists will undoubtedly be detrimental to the Chesapeake Bay and building foundations (just to mention a few).  How does this not meet the criteria in 54.1-100?

Please do not discontinue this licensing program.  DPOR should continue licensing professional soil scientists and take more action against those who do poor work or who are not licensed.
