support for continued licensing of soil scientists

I am from West Virginia, where there is no certification or licensing for soil science professionals. I manage the onsite sewage program, where I see the need for this expertise at every level, from individual home construction to commercial structures of all kinds as well as subdivision development. Without a method to regulate who can honestly claim to understand soils, and the properties of soils applicable not only to onsite wastewater but to other phases of rural development, building professionals lack the required guidance to select who will help them avoid construction problems. Unfortunately, most engineers simply are not trained in soil morphology as it relates to water movement in soils, or soil remediation of wastewater.
