The proposed regulations aren't clear enough and are an added burden

First of all, I'd like to say that I believe continuing education will have no effect on the public's view of land surveyors.  I also don't think this will have any appreciable effect on the quality of work performed by land surveyors.  We are already code-bound to only "practice what you know."  Why do I need to take classes to study something I already know, and, would I need to take classes to study something that I'll never use in my business?  Also, I pay a lot of taxes and fees and this is just another tax as far as I'm concerned.  This is just insane.  I have to pay for all these seminars or courses, and then, guess what?  According to the way this is written,  you have to save up your credits and turn them in when?  At renewal time?  Unclear.  What if they decide they don't approve your credits?  What then?  Unclear.  Your license is suspended because they didn't like the class you took?  This is big-brother government at it's finest.  I would love to have the choice to start my own business in my profession, but I feel that this is not a choice available to me.  I have to work for a corporation just so I can cover all of the fees, taxes, and insurance already imposed upon me by the government.  Then I must take classes?  I must take the "approved" classes?  I must pay additional fees?  When is this ever going to stop?  Why not just give all the money you make to the government and let them take care of all of your needs.  They know what you must do.  They know what is best for everyone.
