Managers are responsible for fiduciary duties, facility management, and long term planning.  Communities rely on their managers to maintain the highest professional and ethical standard.  When problems arise with a manager, communities need an agency/mechanism to hold their managers accountable.  Licensing of CIC managers under Virginia DPOR regulations would provide a valuable protection for the communities.
