Adopt Alabama's PDH process.  Any new information gained meets the requirement.  Learning about steel fiber reinforced concrete at a one hour lunch meeting is invaluable, and counts as a PDH in Alabama.

Don't adopt Flordia's, which require courses to be certified, and they require a course in the minutia of licensing law every renewal period.  An egregious waste of a professional's time.
