This is just a burden to Professional Engineers that already know what they have to do. It will cost the responsible engineers money, time and inconvience. This additional requirement will diverse the mind of the engineers from doing a good job. Yes, the law will benefit some people who is to collect money for teaching courses, selling materials that are related to the continuing education and so on. This law will not actually going to benefit no other people but may the one who push for it.
