Consistent and morally good regulations
 

The Commonwealth must provide consistent and morally supported good regulations concerning the health and life of individuals - mother and child (fetus).  Everyone conceived has a right to life and health.  Health care providers must be licensed and certified to guarantee the well being of the individuals being served by the Commonwealth.  Easy access to abortion is contrary to this well being and the good of the Commonwealth.  Regulations must be clear, firm, demanding and consistent.
