To Whom it may concern:

Bill Clinton stated that he wanted abortion to be "safe, legal, and rare."   Therefore it would stand to reason that safety is the first priority.  If you really care about women, there should be safety regulations in place, particularly if there is a botched abortion.  Women have died trying to procure a safe, legal abortion, although it is rare, it does happen.  Several states have gone from safe, legal and rare to unregulated, encouraged, and tax payer funded.   Virginia should not be one of those states.
