I am writing on behalf of Virginia Carolina Forest Products to STRONGLY oppose the rule as it is written because it would not include emissions from non-fossil fuel sources such as biomass. This is our industry and obvious targeting  by removing the wording. This plays a critical role in the forest products industry. The rule should be amended to specifically exclude emissions from sources such as biomas, which are widely acknowledged as carbon nuetral. The rule should be also limited to electric utilities, and exclude industrial boilers.
