Adopt this regulation. Cap and trade was instituted decades ago under the Clean Air Act to reduce sulfur dioxide emissions and fight acid rain. It worked amazingly for far less cost than predicted. This regulation is not identical but similar. Critics who call RGGI a tax or burdensome regulation ignore what this really is: a simple solution that uses the market to solve a problem. "Regulated power plants can use a CO2 allowance issued by any participating state to demonstrate compliance in any state. They may acquire allowances by purchasing them at regional auctions, or through secondary markets." Better than the alternatives - if you are against them, then support this program.
