I support the revised rule as written because I support capping Virginia's electricity sector carbon dioxide emissions, and I am very much in favor of the lower cap on emissions in this revised rule. Joining the regional group will provide cost savings for ratepayers. In addition to reducing greenhouse gases, thus reducing global warming and sea-level rise, this regulation will provide health benefits to Virginians who will not suffer so many respiratory problems. Further, taking this step will encourage the larger businesses which are already taking steps to reduce their carbon footprints.
