A forward-looking energy plan is essential. My husband and I had an energy-efficient home built in Richmond four years ago, and then had rooftop solar added this year. The measures we took will easily pay for themselves, and more, plus we are very comfortable, and glad to be contributing to energy security and the local economy. We are very fortunate to know about these measures and have the resources to pay the up-front costs, but many others do not. Therefore I strongly encourage that the energy plan emphasize, and include financing, to help homeowners, renters, and small businesses improve efficiency and install solar and other renewables.
