Please implement Virginia's plan to curtail carbon and other greenhouse gas emlssions.   Virginia should be in the forefront of addressing climate change, given the state's vulnerability, as documented by Gov. Tim Kaine's Climate Change Commission and other authoritative studies.

As the state loses valuable habitat to development and human alterations, climate change is adding yet another serious threat.  In light of the federal government's inaction, states and localities, the private sector and individuals must act.
