The best way to regulate carbon emission is through cap and trade.  In 1890 the carbon dioxide concentration was approximately 280 ppm, now the concentration hovers over 400 ppm.  Dramatic climate effects and extreme weather events are know to result from high concentrations of CO2 in the atmosphere.  Regulations must be in effect to reduce those concentrations.
