ED 11 must be strengthened to apply to all sources of carbon pollution, including transportation.  Pollution from biomass must also be included in carbon caps. The cap must be much less than 33 million tons per year in 2020 and decrease significantly each year to  rapidly reduce carbon pollution.   Emission reductions must be established beyond 2030.  Reduction levels must be established to result in 85% renewably generated electricity by 2030 and 100% enewably generated electricity by 2050.  Requiring the use of clean renewable sources of energy is the only way to permanently reduce emissions.
