oppose journeyman class, soils are not that simple

The re-do of this regulation still misses the point about soils and how they are not all the same. Drop the journeyman part in section 18VAC 160-40. Four years of training in soils or more time, is appropriate to understand what the ground can do with a septic system. This journeyman status threatens the health, safety and welfare of the public by having folks who are not trained in the core fundamentals of soil science performing work without understanding the reason something is done. Bad policy. Erase journeyman status. There already exists (under another Board) a cadre of trained individuals who know how to understand soils, therefore, this part of the regulations is redundant and odious.
