As someone who is chronically in pain in my upper traps/shoulders/neck, I am a supporter of dry needling because it is the only thing that has given me some relief from my chronic pain. PTs should be allowed to practice dry needling. They are following the same sanitation and health standards that anyone who uses needles is required to follow.
