This proposal makes no sense.  I cannot go to another country and vote in their elections because I am not a citizen there.  You disenfranchise all legal voters when those who are not citizens, those who have not had their voting rights restored because they were convicted of committing a serious crime, or those who are mentally incapacitated.  This would dilute the strengh of both Democrat, Republican and Independent voters who are LEGALLY qualified to vote. 

Do not vote in favor of changing the form and policies regarding same.
