The Virginia Voter Registration Application Receipt section of the Virginia Voter Registration Application should not be marked with a "*". It is not an area in which not filling it out will result in a denial of the application. That area isn't even for the applicant to fill out it's designated for the 3rd party organization conducting a voter registration drive to fill out.

I don't feel the protected voter mailing address requirement info. is clear enough. Maybe adding "(if applicable)" like the Protected Voter Code section or in the area as the "Mailing address (P.O. Box and ZIP) field add wording that it is for protected voters only or the "See Instructions" indicator. Also the Protected Voter Requirements instructions should mention the necessity of a P.O. Box mailing address.
