This is a solution in search of a problem. The current form is functional, and serves the purpose of disqualifying persons ineligible to vote. A change would give those people 'de facto' registration ability, leading to bloated voter rolls, a more complicated verification process.

This move is politically driven, with the purpose of nothing more than increasing the potential for inelibigle voters to cast ballots in next year's presidential election. Terrible motivation, bad public policy.
