I would like to know what practical reason there is for such rule changes that impede women's access to affordable healthcare.  If the safety record of clinics is acceptable, why change something that is working for women?  Are you also planning to change midwifery regulations, or are you just targeting contraception and abortion rights?  Such governmental intrustions on women's personal reproductive decisions are unacceptable.
