The code of Virginia 12VAC30-122-500. Services facilitation was enacted as a pilot program in 1990, passed by the General Assembly in 1996 and officially authorized in 1997 for personal assistance services. Its purpose and function is empowerment and self-direction along with guidance and compliance through a system that is rife with legalese and requirements that are nearly impossible to navigate without intensive, specialized and in-depth knowledge. For nearly 40 YEARS service facilitation has been a benefit to our most vulnerable and endangered residents that will be obliterated within a 6 month window with no plan, no requirements for the support brokers outlined and no CHOICE for the consumer. All for political gain of its proponents and financial savings at the expense of residents unable to defend themselves against this atrocity. Our families are not lawyers, lawmakers, politicians or activists. We are simply trying to survive while keeping our loved ones at home, well cared for and healthy every day. We are being targeted by a system that is stacked against us. We are saving the Commonwealth money by keeping our children out of institutions that would be funded by the state. It is simply not possible that consumer directed services cost more than a residential institution. Yet, we are being asked to navigate this system without service facilitation that will greatly diminish our right to choose for our loved ones as we do not have the knowledge, experience or formal education that our facilitators do. This is an intentional, targeted approach to push our kids back into the system that is not equipped to handle them, which will, in turn, push it all back on the families who are already shouldering the responsibility with limited resources and support. At the end of the day, our kids are with us 24/7, 365, not 8 hours a day like a job. We are clocking in like factory workers for a job that we do not leave. Some will be taken care of but others will fall through the cracks and be neglected, abused and ignored which seems to be the goal of this ridiculous proposal. Hope the savings are worth someone’s life. The General Assembly will be directly responsible for the good, the bad and the ugly all for the sake of money. The question remains who will be the beneficiaries. Certainly not the people at the mercy of this system designed to put them at risk.
