The proposed requirements for certification were drawn up in a way that would deny certification to the very organization which has demonstrated over time to be the most effective recovery program in residential treatment. The model for Oxford House is nonprofit and volunteer-led rather than paid staff. The proposed requirements need to be revisited and amended to allow Oxford Houses to acquire certification. This would be a travesty if the most effective residential recovery houses were closed due to bureaucratic confusion of the role and the mission.
