The last section of the proposed changes needs to apply to any program the RPRS is working in, as we can be asked to see someone who is "in crisis" but not necessarily in one of the places itemized - EDs, 23-hour programs, mobile crisis, etc.  There should be an allowance for at least 1-3 sessions per person served outside of the case load limit.
