The legislative intent is clear: Both BH 970 and SB 178 specifically refer to regulations to be promulgated by the Board of Dentistry. By declining to act, the Board is not fulfilling its responsibility to provide the clarity and oversight that the General Assembly expected. 

I urge the Board to reconsider its position and begin a rulemaking process to establish implementing the new scaling assistant law.
