I think what resonates with me most about what they have written is:

• reducing the policing nature of early childhood programs by updating our supervision expectations to match something more realistic while keeping children safe
• reducing not adding to reporting to the department, further considering a partnership rather than policing approach
• evidence should be present for any increase in regulation
