This clearly needs to be thought over in a much more precise manner. A blanket law covering the whole state in this regulation is ridiculous and would be a devastating blow to the seafood industry in Virginia. Find the turtles main habitat and set a boundary but don't make all of Virginia's crabbers an endangered species with this over powered regulation. Specially i work the upper rappahannock and I've never caught one of these specific turtles let alone any of the actual local ones. Once again please don't pass this blanket regulation and take the time to work on a more detailed and we'll worked out one that will still accomplish this noble goal with out crippling and entire industry.
