asfmc has never conducted a count of numbers of menhaden in the bay yet they recommend removal of 112 million pounds of menhaden with no idea if thats 9% or 99% of the available menhaden.  if they can conduct a survey of the entire atlantic states, they can certainly count the numbers in the bay.  commerce needs to place a moratorium on industrial reduction fishing in the bay until such time as a survey is completed.
