Use subsidy as a reminder
 

When you guys change things and make them harder, you have less people wanting to participate.  Or schools that just close all together.  It creates a terrible working relationship between DOE and child care providers.  This is exactly what you did with subsidy and look how many people dropped out of accepting subsidy.  Now you guys are promoting subsidy, but no body wants to deal with that mess.  Please look at that as a reminder!  Also look at bills in the general assembly currently in regards to licensing exemption.  I would expect a lot more providers looking for exceptions as you keep making things harder and harder for schools taking care of Virginia's children.  If you want to help working families and Virginia's children, you are doing it all wrong.  I have no issue with measures to keep children safe.  But the regulations keep getting longer and longer!!  Is there proof that continued addition of regulations has made children safer than 10 or 15 years ago??  Also, when we get to 1000 regulations, then what?  We keep adding more?
