The definition of Balanced Mixed Age Grouping is fairly vague as is the ratio requirement within that grouping. If the ratio for three year old children is 1-10, and the regulation states that when there are mixed ages the ratio for the youngest child applies, then how is it applicable for the balanced mixed age grouping to be 1 to 14?  In addition, the wording is confusing as to how the balanced mixed age grouping should be determined.  Clarification of this regulation would be appreciated.
