Requiring substitutes to have the same number of professional development hours is extreme.  As we have to pay for this as a program, you are asking us to provide for subs who may only sub even once or twice a year.  Overall, paperwork that needs to be kept on subs should be reduced, but the professional development reequired is over the top.
