I live in Norfolk, VA. This week, in a torrential rain, a neighbor of mine, a young, single mother, lost her car because of not being able to avoid driving on a flooded street. This vehicle was her only mode of transportation for work,  travel to medical appointments, travel to after school activities for her children, getting to the grocery store, etc. A personally experienced disruption with myriad social, health and business impacts, multiplied by all the people I don't know but who also are regularly impacted by local flooding is a big problem.

     I know the experience. I have been caught driving in the new reality of "rain bombs" that fill Norfolk streets so quickly that it is impossible to avoid killing one's vehicle in unexpected high water. We find no where safe to turn! Clearly, failing to mitigate the new reality of extremely intense storms with anthropogenic cause is not beneficial to my neighbor nor my own ability to get to work and take care of our families. From our point of view, policy aimed at mitigating the increase in disruptive flooding, paid for by those corporations who are damaging the climate by a carbon tax make perfect economic sense. RGGI is working well in other states and it can work well in Virginia.
