RGGI is important to protect our state as well as those surrounding us. Claiming it does not incentive corporations to do the right thing is irrelevant. There should be no incentive needed nor given. Regulation is the only way to protect ourselves from corporate greed. Further, by pulling out you are hurting Virginians most impacted by poor environmental decisions. They need the money from the program to counteract the flooding, air quality and water quality impacts.
