Please do not pull Virginia out of the Regional Greenhouse Gas Initiative. The state joined RGGI by law, and should not be pulled out via Executive Order. 

I live in Fairfax County, in a landlocked neighborhood - yet we benefit from RGGI because so many places within Fairfax have chronic flooding, and we utilize money from the Community Flood Preparedness Fund to build more sustainability. 

We are past the time when we need to lower greenhouse gas emissions, and leaving RGGI is taking a step backward.
