RGGI is good for me personally as a solar rooftop home owner, and it is good for all Virginians and the rest of the world. We MUST stop burning fossil fuels, and RGGI is helping us achieve that in a MAJOR way. What Gov Youngkin has attempted to do is unlawful. Only a LAW can change an existing LAW.
