The Demise of Charitable Gaming
 

    I believe the regulating and oversight of charitable gaming is broken. After reading the proposed regulations and the comments on these regulations, it would appear many share my belief. I have been involved with charitable gaming for over a decade and have watched a steady decline in bingo and electronic pull tabs as the Commonwealth has allowed the addition of for profit gaming. As a previous post stated, charitable gaming was only 1.84% of all gaming in the US in 2022. I do not oppose for profit gaming. I just want assure that charities can continue to raise funds in this environment.

    The addition of poker would be a great tool for charities to keep up in this new gaming environment. Some of these regulations seem to be written to keep that from happening. It is obvious that little if any expertise or poker knowledge was used. The regulations pertaining to concurrent tournaments, tipping, amount of use of proceeds, rebuys, operator fees, player limitations, calendar, use of proceeds and restriction of location would make it impossible to raise funds. Another troubling regulation pertains to dealer badges. To insist that dealers reveal their last name is not only ludicrous but dangerous. As a bingo caller in the past, I have been threatened and also have had my car damaged. 

    It is time for the overreach of VDACS to come to an end. Please amend these regulations so charities can continue to raise funds to help our local communities and those in need.
