What is the reasoning behind restricting running concurrent tournaments?

All this does is hurt charities by not allowing the operator to be creative and find ways to raise more funds and run a good tournament.

11VAC20-30-90 ...qualified organizations may not run concurrent tournaments should be stricken.

11VAC20-30-80 requiring tournaments to have a predetermined end time should be stricken along with 11VAC20-30-100 Tournament play which chooses a winner at a predetermined ending time.

Ultimately, the reasons for these regulations is to help the charities but to have an item which goes against the way any tournament is played is clearly only meant to hurt charities. 

Poker tournaments are run until the last player is left. You don't just stop at a certain time and take the one with the most chips as the winner. Every hand dealt takes chips from some players while others gain chips. The winner won't be determined until literally the last hand. To stop mid play and choose a winner is absurd, against the rules of Texas Hold 'em and will keep players from playing. 

There is no ending time in the casino as they are open 24-7 so why restrict charities and operators?  They should be allowed to run on a level playing field.
