REGS WAY TOO RESTRICTIVE & BURDENSOME FOR CHARITIES
 

These regulations are way off when it comes to running poker tournaments.

Why are the charities being held to stricter regs than the casino?

Charities help the community. Volunteers run charities and should be helped instead of being made to jump through hoops.

11VAC20-30-90 Operation of poker tournaments; administration of poker tournaments. F. A qualified organization may not hold concurrent poker tournaments.

This regulation should be stricken. Why restrict operators from running concurrent tournaments? Anything to help raise more funds should be considered and not banned. If an operator can get creative to help raise more funds and players are willing and enjoy playing, why not allow this? Pretty sure the casino is allowed to run concurrent tournaments.

11VAC20-30-100 Tournament play. K. The order of finish for a poker tournament shall be determined by one of the following methods only: 2. If play stops at the predetermined end time, the order of finish shall be determined by the ranking value of the tournament chips held by each player at the end of play from highest to lowest. The player with the highest value of tournament chips shall be declared the winner.

This is not the way poker is played. Players win and lose. Chips are won and chips are lost. To stop at a predetermined time is not poker. You are changing the rules of a tournament. This regulation should be stricken along with ...

11VAC20-30-80 Poker tournaments. 6. The tournament has a fixed and predetermined end time in accordance with this section as this is not the way poker is played and the casino is open 24-7 without any required ending time.

11VAC20-30-90 Operation of poker tournaments; administration of poker tournaments. J. If a qualified organization is managing, operating, and conducting its own poker tournament, then a game manager must be physically present during the entire duration of the poker tournament. If an operator is administering a qualified organization's poker tournament, then the charitable host representative must be physically present during the entire duration of the poker tournament and ensure the tournament manager is physically present during the entire duration of the poker tournament.

Again, these regs should help organizations raise funds instead of hindering them and to require a charitable host representative from the organization to be present throughtout the whole tournament is way burdensome to the charity. The charity does not know how to run a tournament which is why they contract with an operator in the first place. Let the operator do the work. If the charity does not like the way the operator is working, the charity can contract with a different operator. Do not force the org to provide babysitting for the operator. Way too cumbersome/burdensome and just not required. This part should be stricken from the regulations.
