is vdacs trying to micromanage the business of charities?
 

My concern is with operator fees. The VDACS demands that charities pay operators a fixed fee for services, not a share of the revenue. This adversely affects charities, as they must continue to pay the flat fee even if revenue is reduced. It is peculiar that VDACS would apply such an arbitrary limitation. A suitable remedy would be to erase the first two sentences of 11VAC20-30-60.P. Commissioner Guthrie has underscored the importance of charities adhering to their use of proceeds. Beyond this point, the state has no business meddling in the affairs of charities' operations.
