All this will do is shut down faith based agencies, causing many children to lose their opporunities of being adopted. Instead of regulating them encourage others to start adoption agencies that would allow anyone to adopt. Don't punish those that are trying to help just because they have a belief system that is different than others. They are helping children get into families that care for them, who cares what regulations and standards they have.
