Our current administration sees Virginia as a leader in the region and the country. Few programs ensure Virginia's leadership quite like our participation in RGGI. Through RGGI, we have seen our carbon output decline while communities have received critical funds to build their resilience to climate catastrophes. In today's complicated world, few programs offer such bang for their buck. Our legislators enshrined our participation in RGGI into law because they saw the potential benefits and until and unless the legislature changes its mind, RGGI is the law. Any regulation on this important program must begin with that clear understanding of the facts.
